On November 29, for the first time in the history of the University of the Philippines Research of Consolacion Rustia Alaras on the Kapatiran sacred ancestral and heroic legacies, UP President Alfredo E. Pascual welcomed and hosted the Kapatiran for consultation on the text of the marker for the UP Covenant Monument or Dambana ng Bayan. The Kapatiran is the first sector to be consulted since the Covenant Monument or Dambana ng Bayan fulfills the Kapatiran prophetic cry, “Hangga’t hindi binibigyan ng patotoo ang kaloob naming maliliit, inaapi, at isinasaisantabi, hindi magkakaroon ng kaganapan sa bayang ito!”
The Kapatiran hailed Pascual’s acceptance of the book, Pamathalaan: Ang Pagbubukas sa Tipan ng Mahal na Ina (Sacred Prophetic Politics: The Unfolding of the Covenant with The Great Mother). This book of Dr. Consolacion R. Alaras is the source of the advocacy to recover the moral sacred foundations of The Filipino Civilization studied and prophesied by the Philippine National Hero Dr. Jose Rizal and the Czech Patriot Dr. Ferdinand Blumentritt.
The initiative of UP President Alfredo E. Pascual and Rizal-Blumentritt Pamathalaan Academy President Rafael A. Morales to construct the UP Covenant Monument or Dambana ng Bayan was institutionalized in the Department of the Interior and Local Government poster design launched and signed on September 1, 2016 at the UP Executive House. This DILG poster design was honored by the Kapatiran at the UP Covenant Monument during the Ceremony Offering of prayer songs and flowers from UP President Alfredo E. Pascual, Rizal-Blumentritt Pamathalaan Academy and Republika Rizal.
Marinel dela Cruz and Sheryl Sode of Republika Rizal sang the song “Kabata” as well as “Dakilang Jose Rizal” in honor of Dr. Jose Rizal.
In his message, Pascual said that “media and education have a great role in guiding and building Philippine society.” Through the Office of the President, he expressed his solidarity in the pursuit of researches regarding “Pamathalaan”, which he said meant “a leadership by grace guided by moral values that will bring about change in the system of governance as well as in society.”
